ACA presents: subsidies for green electricity exemplified by wind power and photovoltaics

Central recommendations

1. Feed-in tariffs should be more consistently pegged to cost-efficient plants and the most efficient sites in order to ensure an efficient use of funds and a continuous increase in production. Subsidies for renewable energy should therefore also be granted via a tendering process.
2. As to the creation of the future subsidy system, a system of checks and balances free of any conflict of functions and roles should be established for the bodies of the processing and administration company. Furthermore, public interests should be safeguarded.
3. Transparency should be created on the direct and indirect costs of the expansion of renewable energy and its public-sector funding as well as its funding from subsidies directly levied from end users or generated in the framework of regulated network charges.
4. The organizational and staff-related requirements for the effective coordination and strategic management of the energy policy objectives for 2030 should be fulfilled. As regards upcoming tasks, corresponding resources should be redeployed and adequate project structures as well as an appropriate project management should be established.
