The ACA audited: Erasmus+ Education and tertiary education

16.10.2020 – The ministry should pursue the establishment of a joint Austrian national agency and a joint evaluation body for programme implementation

Today, the Austria Court of Audit (ACA) presented the report "Erasmus+ Education and Tertiary Education" (in German). 

From May to August 2019, it audited the implementation of the mobility programme Erasmus+ in the area of higher education at the Federal Ministry of Education, Science and Research, the Austrian Agency for International Cooperation in Education and Research (OeAD), the University of Graz and the University of Klagenfurt. The audit aimed in particular at assessing the framework conditions, the content and implementation of the programme as well as the programme objectives and the generated impact. The ACA focussed especially on the mobility in tertiary education and the respective measures to promote student and teacher mobility. The audited period spanned the years from 2014 through 2018.

Central recommendations

  1. In the framework of future Erasmus programmes, the Federal Ministry of Education, Science and Research should pursue the establishment of a joint Austrian national agency and a joint evaluation body for programme implementation.
  2. As regards the cooperation projects provided for by Erasmus+, the Federal Ministry of Education, Science and Research and the Austrian Agency for International Cooperation in Education and Research (OeAD) should develop, together with other national agencies or in the framework of the Erasmus programme committee, a systematic monitoring mechanism and measure the success of strategic partnerships and cooperation projects at the end of each project.
  3. The Austrian Agency for International Cooperation in Education and Research (OeAD) should, in compliance with the Erasmus+ Programme Guide of the European Commission, adopt formal rules of procedure for the selection committee and/or the evaluation committee.
  4. The Federal Ministry of Education, Science and Research and the Austrian Agency for International Cooperation in Education and Research (OeAD) should, in cooperation with the universities and/or university colleges, develop general guidelines and recommendations for a uniform and fiscally correct administration of the Erasmus grants to university staff, which are provided as a lump sum, and for subsidies that possibly emerge therefrom for universities and/or university colleges.
  5. For the outcome objectives and for the objectives of the mobility strategy for higher education, the Federal Ministry of Education, Science and Research should define ambitious, but also realistic indicators and monitor them.
