Expansion of Parking Management in Vienna
The expansion of parking management in the City of Vienna resulted in a reduction of parking space occupancy in the city’s 12th, 14th, 15th, 16th and 17th districts. The neighbouring areas with no parking management saw a deterioration of the parking situation due to shift effects. Solid information regarding possible shifts back to the inner districts of Vienna was lacking.
In the course of the expansion of parking management, the City of Vienna relied on existing framework agreements as regards the positioning of traffic signs instead of issuing a new call for tenders.
Since 2011, the revenue generated from parking machine charges has increased from some EUR 69.29 million to some EUR 102.02 million (+ about EUR 32.73 million), which equalled a rise of some 47.2%. This was largely due to the extension of areas subject to parking management and the increase of parking ticket fees in 2012.
In the period of 2008 to 2014, the building of garages was subsidized with EUR 114.41 million from parking machine charges and the countervailing charge, and public transport was subsidized with EUR 610.09 million. The share for subsidising public transport saw a sharp increase after 2010.
Revenues in general and revenues related to parking tickets based on the parking machine charge increased from some EUR 96.88 million in 2008 to some EUR 166.97 million in 2014, which equalled 72.3%.
