The ACA audited the health insurance institutions for public employees of the city of Salzburg and the city of Steyr

Today, the ACA presented the report on the "Health Insurance Institutions for Public Employees (Krankenfürsorgeanstalten) of the City of Salzburg and the City of Steyr" (in German). The audited period spanned the years from 2014 through 2018.

Central recommendations

  1. The city of Salzburg and the city of Steyr should monitor the financial situation of the two audited health insurance institutions and ensure their sustainable, balanced development.
  2. In the spirit of an economic, efficient and effective use of public funds, the city of Salzburg and the city of Steyr should approximate the employer contribution rates of the two health insurance institutions to the rates of the Insurance Institution for Public Employees and Employees of the Railways and the Mining Industry (Versicherungsanstalt öffentlich Bediensteter, Eisenbahnen und Bergbau) as regards the public employees.
  3. The city of Salzburg and the city of Steyr should negotiate a reduction of the tariffs of the two health insurance organizations and approximate them to the level of tariffs of the Insurance Institution for Public Employees and Employees of the Railways and the Mining Industry (Versicherungsanstalt öffentlich Bediensteter, Eisenbahnen und Bergbau) as regards the public employees.
  4. The city of Salzburg and the city of Steyr should develop a strategy with goals and measures for the two health insurance institutions. In doing so, the responsible stakeholders should evaluate the financial situation and the insurance structure with regard to their sustainability. Based on that, corresponding measures, such as the inclusion of new insurance groups, an increased cooperation with other health insurance institutions as regards the performance of tasks or their dissolution and the transfer of the persons entitled to health insurance to the Insurance Institution for Public Employees and Employees of the Railways and the Mining Industry, should be considered.
  5. The city of Steyr should develop measures for the health insurance institution of the civil servants of the city of Steyr to approximate the average expenditure per rehabilitation stay to the level of the Insurance Institution for Public Employees and Employees of the Railways and the Mining Industry (Versicherungsanstalt öffentlich Bediensteter, Eisenbahnen und Bergbau) as regards the public employees.
